I have tried something like that. It's called tilda (available in synaptic/Ubuntu). It's also a drop down terminal. Initially I thought it would come in pretty handy but I realized today that I had completely forgotten about it :p (I wouldn't even try to bring it into daily use, I'm blissfully happy pressing Alt+F2!)
