I think you are correct,,
for licensing files,. two method are there
** upload a file with licensing information inside the file (Best way)
** upload a file and edit the file page and put a template page to it --
{{GFDL}} Or {{CC-SA-3.0}}
I suggest always upload files with 2th page or footer with desired license
text.
