I think what you are confusing yourself with is the practice that some laptop vendors had earlier where they would provide a laptop with some Linux distro (to keep the price low; example Mandiva) but didn't support or guarantee functionality of the OS. These phones come with some Linux kernel and have their own UI and everything works. What you should be interested in is if they provide an SDK so that you can develop your own applications for the phone. As somebody has noted below that Nokia is launching a competition for development, I'm guessing they are providing an SDK.
