SVG-Edit is a web based, Open Source, SVG-Editor, You can draw images
in vector format and save also. It now support Hindi GUI.
You can play with the unstable trunk -
http://svg-edit.googlecode.com/svn/trunk/editor/svg-editor.html?lang=hi
The language files are json based format, if you feel any changes to
be made you can directly write a new file -
Hindi version of UI files
http://svg-edit.googlecode.com/svn/trunk/editor/locale/lang.hi.js
English version
http://svg-edit.googlecode.com/svn/trunk/editor/locale/lang.en.js
If you want to have translation in other language (ex tamil, telegu
etc..) then you can simply submit a new lang.<lang_code>.js file

You can read more on this technique at my blog -
