There is a link for registration. https://www.collabcad.com/collabcad/jsp/CollabRegistration/RegistrationForm.jsp It shows up on the next page after you try to download and click "Accept" for license terms. Use that to go to the next step. I think your reaction was commensurate with your expectation (of getting the file using wget/httrack without credentials).
