Make a college proposal for it.
We can do it in 15 day of hardware.
Total cost of Operation = Hardware Infrastructure + 30,000 (1000 per day *
15 days * 2 persons ) = Appx 40,000.
How can we get fund ? How can we take fund from Gov / Colleges ? Can this be
done volunteer ?

If you can prepare such DVD which student can watch and learn, then student
can grab right syntax . OR

I can make this as a  Live DVD which will contain - Linux Kernel + minimum
GNOME + gedit + gcc + Codeblock IDE + Videos = Kill TC Live DVD
