For a graphical offline dictionary, you can consider stardict. There
are many dictionaries (many different languages for example) available
online (check their site) which can be used with stardict. You just
need to download them and put them in the right path.

stardict also supports scanning for words (I think it's a common
feature now). What that means is when using say your browser, if you
select some text (by mouse), a tooltip will appear with definition.
What it also means is that when you are just selecting something while
reading (like I do to keep track of where I am), it will keep showing
this annoying tooltips.

stardict also had a crappy ui (when I used it a couple of years back)
but it did the work well.
