For running any application that requires internet access (including
svn/cvs for repositories outside IIT), you need to first open up a web
browser and log in to the proxy server. After this, use the proxy
server address and the port for the individual application. You do not
need to provide the username and the password for the application as
long as you are logged in using a web browser.

I don't think that the port is blocked. There might be some issues
with some applications because of some non-standard HTTP request
methods. (I know SVN uses some non-standard HTTP methods). I suspect
that there is such an issue with CVS.

Try doing the authentication in the browser and providing
proxy-address and port to CVS.
