He has not indicated his application. If its fairly simple, it should be sufficient. If its an old computer he's having he might have wanted rh9 or something. At any rate, he can see reviews at distrowatch as I suggested to him and decide what suits his requirements best. Of course, i believe internet rates are still quite high in parts of africa.
