I am using local repo. Apart from mirror.cse.iitd.ernet.in links in my
sources.list file, I have there two lines enabled.

deb http://archive.canonical.com/ubuntu lucid partner
deb-src http://archive.canonical.com/ubuntu lucid partner

Even after disabling them, I have a notification that says there's a new
version available.
