Thanks KG, the question is -

1) How to fix this ? And How we can generate mass-momentum of
FOSS/OpenTechnology adoption in all level ?  Do we have a plan for it ? I
think, we do not have clear plan or set of achievable goal..  It looks like
a army of large number of jawan or generals who are working in adhoc manner.
How can we fix it. it is impossible ? Who and what resist us all to do these
things ? Do we need a change in ourself ? If yes, How ?
