OMG.
When will understand that this clause is not a restriction of freedom.
I have playground and license such that everybody can do anything.It means
some big and ziant body can come and restrict other for some freedom. So
there is a clause which says, you cannot change license terms and
conditions.
This is something which GOD says to somebody-
-- "This is your earth, do it what you want, but no restrict other to do so"


This is not a restriction on freedom, everything is provided inside license
terms and conditions. Why somebody want to change license form NPDL to
something else.
He can do same thing by embedded the article. Embedding is different then
Derivative work.
Example, a GNU/Linux Distro which is work of embedded several things at one
place..
Example
I have some articles which were released under NPDL,
Now I am writing a book which is be fully copyrighted work. That book will
be containing notice like


(c) narendra sisodiya, section 2.34 is released under NPDL..... blah blah...
 and for everything else All right reserved ....bla bla...


May you tell me why on earth somebody need to change NPDL to something
else.. NPDL designed to server a license to a small category of user who
want to share and "REMIX" most easily..
