If a user on a system had used ./configure --prefix=/usr/local to install software, the binaries would get installed in /usr/local/bin and the manpage would get installed in /usr/local/share/man. So, a search for a valid command pattern by the user will miss both the binary and the manpage even though it is installed on the system, PATH has the install directory, and whatis looks for the manpage in /usr/local.
