this video is about titanium appcelerator a technology or u can say api integrated with javascript, python and ruby to develop desktop application free and open source https://github.com/marshall/titanium which is cross platform (WE Consider Linux) using this so called api, one can create apps very easily by writing code in html , css , javascript , you may also add python and ruby. since many ppl know these basically , its gonna be too easy to develop desktop applications for linux. to say its api like adobe air, and its really cool, just watch the video to get a clear idea. its designed in such a way tht you can insert any type of code you prefer, he showed a live example of ruby and python working in same file and you can pass arguments from one to another.
