Hi , In the previous year , I got to know about a lot of tenders in India that come with either no prerequisites or very less prerequisites especially in Delhi Govt. Circle.So,that's why I have now started a page for the listing of the tenders http://www.lug-iitd.org/Tenders_in_India_%28where_FOSS_can_be_applied%29.This page will focus on the tenders which does come with either some prerequisite (<5+ experience , <5 crore overall turnover , I know this is big for startup's ) or *no prerequisites*.Also update this page if you have anything more to add.
