There is no need to consult a lawyer. It is a very clear cut case.
The CPIO is actually trying to mislead by speaking of 'appeal'.
Complaint works faster and is the best way to proceed. A lawyer should
be consulted for a CAG probe or something similar because it is a case
of misuse of public funds and absence of sane procedures being
followed.
