hmm you are correct in a way since these days the data cards are wireless so
you must have used wvdial dial to dial in , but still i would not consider
it as a utility to manage wireless network , wvdial as the man page says is
" PPP dialer with built-in intelligence. " , i would consider following
commands to configure and play with wifi networks from command line.

iwconfig
iwlist
