If it appears like a modem to Linux, you could try using AT commands like ATDTnumber (tone dialing) or ATDP (pulse) in minicom (also some other commands like ATZ to reset?). If it works, find some soft phone application. I had used something almost 10 years back but nothing comes to mind now.
