On Ubuntu too.
I use a swap daemon to manage dynamic swap, and no swpafile as such. So I do
not get the Hibernate option. I had set it to Hibernate On Low Battery when
I had swap, now it reports "unable to hibernate".

I did have a problem with hibernation on a fresh install of Ubuntu, even
then I used a 6 GB swap partition for my 4 GB RAM. Only after a few updates
did it get smoothed out.
