Hi,

I think that can easily be done in PHP GD Library.

Moreover, you can try that thing in GIMP as well. Take a very large image,
like digi cam produces an image of sizes like 1.5 MBs or so (depends on
megapixels) and then open it in GIMP and just resize the image, and save it
in another file, you will find that the new image has much less size, while
keeping the quality same as previous (but only at normal zoom level).
