Nice concern ,rather than getting the database (I dont know who provides
such a access to db),  you can create your  own web service which can be
handled by gprs enabled phone for transliteration , your web service shall
act as intermediate between Google transliteration API and the gprs enabled
phone .
Usually all web service providers  provide access to their database in the
form of API , so thus google provides you transliteration API, you can use
it to create your own api that can be handled by mobile web.
more over modern mobile phones such as i phone and android has web browsers
that has excellent support for java script , which can run the web based
transliteration application .
