This is the measurement scale.
If there are 2 family and one has 2 educated people out of 4  and second has
3 educated people out of 10.. then first family is more educated.

There are many criteria..
1. Percentage Linux User  -- Linux users per 100 people
2. Linux User per square KM --
3. Total Number of Linux User


Btw : What is 1.26% of Bharat population ?
