Given the typical student to teacher ratio in most places activity
based learning will not be possible. In Finland or parts of Japan it
is implemented to an extent. In India most advocates stress on using
ICT as a study aid (simulations etc) and for self-learning. ICT is
also expected to have a remedial role ... as quality of teaching is
often not ensured.

There are many studies on ICT. It is established that If students use
it as some kind of TV, then they are sure to become dumb.
