You need to tell more about your hardware like which processor , ram etc. Its true that ubuntu consume more power than windows 7 and specially when your compiz effects are enabled. your system boot time is more may be because you have old hardware. Even i have AMD processor and nvidia card, my boot time is fast but still ubuntu hangs sometimes. If it shows error during shutdown then it means you have messed up your linux file system as a result rc.d scripts are showing error.
