Hey Vivek,
If you are using a DSL connection(bsnl broadband) or similar, you will
have to do port forwarding or create a DMZ. incase if you have
different type of internet connection, then you will have to check to
if if incoming connections are possible. this is has to done at
multiple layers e.g firewall, networking equipment in your house(eg.
DSL router).

The basic idea is to allow external hosts to establish connections
direction to your machine. so make it work, your network has to be
configured in such a manner than all incoming requests coming on
certain port on your public IP address would get forwarded to your machine 
in LAN which has a private IP range by your router. this is known as port
forwarding.so,  do describe what kind of network you got, so we may try to 
guide you further. also, you don't need a static ip to do it this. It is 
possible to do this dynamic ip address. i have done the same on my bsnl 
broadband connection, it works.

further, run a check to see if your may be ports already OPEN at
https://www.grc.com/x/ne.dll?bh0bkyd2 or similar online scanner.
