i was more curious about your question and wanted to dig a bit more
and know where exactly is it defined in the code ? so found the code

i will not point to the exact piece where it is defined i would leave
that as an exercise to  the budding kernel hackers on the group.

keep these kind of questions  coming at least this way we will  look
at the kernel code and learn in the process . for the people with
academic interest it is because of this spec

USB 3.0 .
