For the 'apps' category it says "All submissions to the ‘apps’ category have to created using ‘open source’ software and APIs only." "Each valid submission in the apps category will be made available on www.data.gov.in under the GNU General Public License. Please visit http://www.gnu.org/licenses/gpl.html for more information" and for the creative works it says: "Each valid submission in the visualizations and short films categories and all submissions for UnCover the Event will be made available on www.data.gov.in under the Creative Commons CC BY-SA 3.0 license. Please visit http://creativecommons.org/licenses/by-sa/3.0/deed.en_US for more information" So that is one more *solid* reason for FOSS enthusiasts to participate in it, at least have a look at it.
