Well that search did not do much because the question does not really mean anything. I don't know what "application process for apps on smartphones" means (process means a specific thing to a computer person), but if you are thinking of developing apps on smartphone, you have to know which smartphone. Since the most popular (and opensource) platform for smartphone is Android, I will talk about that. You can learn about it from here http://developer.android.com/training/index.html . But you need to know Java to get started with Android development. Nokia used to have Symbian, which was opensourced pretty much after it lost all the market, now they have moved to Windows, so I am not going to talk about that anymore.
