In theory, just shipping jar should work. But that is in practice, expecting too much from the user. Several times adapt (expert) user like myself find using jar daunting. So I would suggest wrapping in to a deb for linux and make a setup file for Windows. You could also look at something called JNLP (Java webstart, I hope I remember it right).
