This doesn't work for R6RS libraries and you cannot locate files in
owner/package/version-independent manner. So, something in package
X cannot use file provided by package Y out of the box; it has to
somehow map the file to where it actually is.
BTW, it may sound like it but I'm not dismissing any ideas. I just
want you to tell us how/if this scheme works or not.
