I can rename srfi/tests/and-let*.sps but not srfi/%3a2/and-let*.larceny.sls because that's what Larceny currently needs it to be named. But, I think this is only temporary for Larceny because it encodes only #\: as a quick hack for its R6RS SRFIs (according to some source-code comment, IIRC), and I think it plans to encode more characters in the future. So, I suggest you install Larceny in Windows, encounter the problem with #\*, and ask the Larceny team to encode it.
