I believe the web browser writes it for you, so it's not in the translation files.
The HTML that is used to write both the file name field _and_ the browse button is: <INPUT NAME="userfile" TYPE="file"> Unless, of course, we can add an extra property, such as LABEL="xyz", we're stuck with what the web browser displays.
