Yes it is possible, but quite limited in scope. Suggest you go for the
proper partitioned install.

Fips is a tool thats available on the PCQ CD as far as i know. Havent
confirmed whether it can handle Win98 or not. Partition Magic, if you can
get it, is your best bet for this.

Sorry cant help with that one, last time I installed off a cd was about a
year ago.

Start on it, let us know what problerms you hit. The cd should be
bootable, so if your bios supports it, you can boot off the cd and start
the redhat install quite painlessly. Don't get too confused at the initial
list of packages it might ask you to install, just go ahead and do it the
first time.
