[ilug-cal] HTTP Setting

Can anyone tell me the setting required for ~user?

e.g. http://civil.iitkgp.ernet.in/~nirjhar
  

The following setting is already made in srm.conf.

UserDir public_html

If I try to access by the above URL, it is saying

Forbidden
You don't have permission to access /~nirjhar on this server.
