If you can make something better than ImageMajick for offline processing
and Imlib for windowed processing. Go for it. Pretty doubtful tho.

Perl has got nothing to do with the web. Go code in C. BTW, ImageMajick
already has a 'web interface' (whatever that is supposed to mean).

Thank god for you this is not a perl forum. You have got your backside
flamed off for something as lame as that. The obvious answer is, 'man
perl', or buy a book.
BTW, suggest you stick to C for image processing lib development.
