  Thank you for the clarifications, and it did correct some mistakes in my
reading of your words.  I do apologize for misinterpreting your being
proud of India.


  As to the choice:  I agree that the average user may not be interested
in being the person to make the choice between ICT superpower or colony,
but your governments (ie: all the levels) are interested in that question.  
It may be because I do a lot of government lobbying here, but trying to
educate your governments about this question could make a very large
change in the future.


  It is also the LUGs that are the non-governmental community most
equipped to help make the connections for government.  I will offer to do
whatever I can via Email, but there isn't all that much I can do from here
other than offer words of encouragement to the members of LUGs.


  Is anyone in the LUG aware of anyone in Indian government (and
specifically Calcutta and WB) that is aware of what Peru and other
countries are doing?  Just like Canada is risking falling off of the ICT
world-map by not being visably involved in this (The Canadian government
currently has no official position at all), I have been surprised to not
be seeing any announcements out of India on this question.
