Try www.activestate.com for your windows Perl needs,
have used it in the past in production software (it
has a free perl binary for windows - look around till
yo find it). The last stable Perl I used on linux was
the 5.x series, quite possibly 5.6. 

What does your debugger need to debug? Which
languages?
