Aah! Serves me right for trying to be too smart :-(

If there is no dos on hda1 and win98 is on hcd1, then just edit
lilo.conf and modify the location of the image for dos from /dev/hda1 to
/dev/hdc1, as someone already suggested on this list. Then run "lilo".
The next time you boot, you should be seeing two options.
