Sankarshan da has already posted this to the list. CIO.

Next to the government, the major purchaser of software remains the
academic domain. Given the licensing policies and strategic business
decision of the players in the domain of proprietary software, FLOSS
attempts to fill the gap in this playing field. One of the major reasons
of non-penetration or low usage of Linux in academia is the perception
and the self-feeding myth that Linux installation entails increased cost
centers. On a projected cost estimate basis, studies have shown for a 3
year period that this is unfounded. Perceptions about lack of support is
negated by the presence of a vibrant and active user community. Well
documented software suites are available that ease the migration slack
time. Given the penalties involved in using non-licensed software, the
availability of "free" toolkits, reliability and security afforded by the
paradigm, scalability and ease of administration and the egalitarianism
involved in the ownership of intellectual property, FLOSS and
particularly Linux is the future for the academia.

Why do so many foods come packaged in plastic? It's quite uncanny.
