below is the sol. from one of the maintainers of kmail. I have just copied it 
here. pls remember I have not tried it till now but will do soon.

I assume you want to filter these messages before you donload them.
There is a configuration section for POP filters under settings. Here, you 
can create a filter that matches on <size> being <less than> and then you can 
specify the size you want. It will only dowwnload those messages then.

I do not know in which version this functionality was introduced. If your 
version doesn't have it, you may want to upgrade to KDE 3.1 which was 
released this week.
