thanks 4 ur sol. Dhrub's sol  will work also. 
but I have used the *passwd* command as an example, but my aim 
is to disable some particulars commands 4 some particular users.  hence a 
tight security. I had to explain it first. is it possible to make a .deny or 
.allow file 4 a command ( like passwd.deny) ?
