Well, there are not many who provide php/mysql for free. And even if
they do, the service is usually really really slooow.....
I had used dk3.com a long time back, you may want to try that out.
Another free host that I remember is http://www.portland.co.uk/.
I dunno if these services are still in business.

I found that the best way to learn PHP/MySQL is play with it in your own
box. If you want to avoid the hassles of configuring Apache, starting it
up, shutting it down, etc, I would recommend that you take a look at
http://monkeyd.sourceforge.net/
