Googling for "linux penetration india", I came up with
a couple of interesting news items. None of these
though could put a number as to the penetrability of
linux in India. Here:

In general, the magazine "Linux for you" past issues
carried articles on linux penetration and usage in
India. However, the magazine website
(http://www.linuxforu.com) does not contain full text
articles, other than their titles -- should that be of
some help.
