If you really want to have a shutdown/logoff menu, then use runlevel 5 and use 
kdm as your login manager, if you prefer KDE as your default environment. Now 
the kicker menu "Logout.." item would give you choices like "End Current 
Session", "Turn off Computer" and "Restart Computer". This should be enabled 
by default on most distros, for kdm. However, if after enabling kdm as your 
login manager you still dont get the shutdown/restart options, then use KDE 
control Center to configure your login manager. You will find the options 
under System Administration | Login Manager. Go into Administrator mode by 
typing your root password and then navigate to the Shutdown tab. There go 
ahead and select Everybody under Local shutdowns. Restart kdm and you should 
be up and running with your kind of config.
