You can do it without any extra packages also....via latex
how would he convert a PDF document to HTML via LaTeX?
One way is to include it in a new .tex file in one format or the other and then run latex on it...and finally latex2html. Relevant packages : pdfpages, progress, ... apparently there are more ways.
