how much OT should be allowed to a list? in my opinion post which are OT
up to two level depth. but what is the level of OT? the level of OT
should be measured by the number of hops (steps) one have to traverse to
reach a On-Topic issue from the Off-Topic issue. the following diagram
in ASCII art should clarify the matter.
