well i have had this problem on and off with almost all versions
of linux . It appears that the alsa sound stuff is insecure to run as root that's
why it's disabled when you are root . I have also found that when multiple
programs are accessing the sound driver (alsa) it does not work . To tackle
this you need to have a smart sound handler daemon like ESD working .
Also i have stopped using my box as root , except for some admin work
when absolutely necessary -- So I Don't need sound as root . This is the
best practice - i.e "don't take the name of root in vain" .

i had this problem once, what I did was reinstalled alsa, and created a user with uid & gid 0 respectively. though this is not a permanent solution, but it worked for me.
