Best is ask them to join the group and participate in making information available to public. Apart from the pictures there is bound to be people knowledgeable on GIS and having some sort of digitised maps of different parts of the city/state (CAD/GPS/...)
With IIT/JU/CU/ISI/GSI in the city I refuse to believe there is no expert on GIS and no resource on GIS. Maybe we are not trying hard to get the correct people involved. We need these people and these people need Linux/FLOSS. If we make the people join the project of wiki_map, they can avoid sharing the sensitive information that is not available in public domain and yet help the community to make information available and improve national productivity. It is sad thing that you can get a aerial photograph of Rastrapati Bhawan from Google but not from Indian Agencies. Imagine how much time is wasted in searching for direction or looking for best way to reach. A comprehensive GIS knowledge base will go a long way in improving planning quality and productivity. <--snip--> > what sort of information is needed.
