The fact is system requirements have increased with most distros. 
The task of compiling KDE has even steeper system requirements.
So it is that slower systems need better binaries.
You did post before on KDE too. Do you have a well-documented report on 
compiling kde in different ways for your architechture ?
Check up with the linux from scratch project in particular.
Anyway there are many binary distros for lighter systems.
Finally your feature request does not amount to a bug.
XFCE is light, fast and it is not hard to make it look as effective as a 
cut-down kde.
