I faced a similar problem. I use Firefox browser
(could access some sites not others, then again
different times of the week). The local tech support
of BSNL advised:

Tools >>  Options >> Connection Settings >> Check
"Auto detect proxy settings for this network"

Since doing that, the problem didn't recur.
